Standardize on WordPress-style dismiss button for Dashboard notices #719

See wpsharks/comment-mail#193. We should standardize on using the WordPress-style dismiss button for persistent-but-dismissable Dashboard notices in Comet Cache:

Next Release Changelog:

  • UI Enhancement: Dashboard notices generated by Comet Cache now use the WordPress-style dismiss button to keep things consistent. See Issue #719.
