https://html.spec.whatwg.org/multipage/links.html#linkTypes should also define manifest.

It appears that is defined by another specification. If you think the authors of that specification should merge into HTML, then it might be best to file an issue with them?

I think you took me too literal there, just as https://w3c.github.io/preload/ defines preload, it nonetheless appears in the whatwg HTML spec. It seems sensible manifest also appears in the whatwg spec.

OK. I still think it'd be best for you to file the issue with the authors of that specification; if they want to be considered a valid HTML link type and part of the HTML spec, then it's up to them to do the work involved.
