Add informative note about the use of Unicode White_Space

The spec uses the notion of Unicode White_Space instead of either Infra ASCII whitespace or CSS whitespace, which is surprising. Please add an informative note to the spec explaining the rationale of this design decision. Does it perhaps fit better together with how word segmentation works?
