Add configuration for the release script

* This adds a WMF-specific configuration file to be used by the release script to make new releases (git tag, debian package, release to apt.w.o, PyPI release). Change-Id: I5b9814a6d50fa6cfc11c8e8b5f321a2974e5cc7b
