No functional changes. * Remove unnecessary rules. * Change explicit diacritic characters to codepoint numbers for readability, and add comments. * Add a FIXME comment to a broken rule, will be fixed in another commit. * Add one character to a test, to check an unchanging character. No other changes in tests.
