@wahrani I'll merge this now. As I said there's a little bit left to do to make this work for arwiki, but I can handle that in a separate PR. I also found an old task to add Popular Pages Bot to arwiki at https://phabricator.wikimedia.org/T191999. We can coordinate there about deployment.

@wahrani Did you want to run this as your own bot? That's fine if you do, but we are happy to run it as User:Community Tech bot. Our bot runs on a VPS instance, not Toolforge, which should scale better. If you want us to run it, let us know what we need to do for getting bot approval.
