I'm using 'stdeb' to build debian packages here.  To build:

$ sudo apt-get install python-stdeb
$ python setup.py --command-packages=stdeb.command bdist_deb
$ ls deb_dist/*.deb

Note that due to file-system weirdness, stddeb errors out on labs
boxes.  I'm running it on a VirtualBox VM without any trouble.
