This component upgrade by itself does not activate any of the included RFEs so is ready to go in immediately provided we get clean CI runs.

I will update the SNI PR to also include these commits so we can get CI going on that one.

I have spoken to QE and they approved ELY-1551 being included in this component upgrade.
