Use absolute path in permissions.xml in JMX test. Relative path in permissions.xml file doesn't work on JDK11, see:

@marekkopecky why is the test passing without your patch on Linux JDK 11?

Because security manager (-Dsecurity.manager) is not activated during this run, see logs
