We lost the npm run docs command along the way. Is there any way we could revive that functionality as part of this? We could also create a separate issue for that if it's a decent chunk of work.

I think it's a good idea to open a separate issue for it. This PR is just focused on addressing an idea I brought up in #15 about generating documentation from annotations in the rules.
