I have checked and have succefully load and view this file. Also other PDF files. Also successfully viewed local PDF files.
OS: XP 32bit.

On another XP x86 machine it also successfully.
It all with --process-per-site flag.
But if I use --single-process mode, It crashed the browser.

Its may be dependent on your additional configuration.

BTW your case seems as already known issue : #354

I think you must close this issue, because its duplicate of known one.

Nope, until it is resolved without the side effects

So you think its a separate issue, not touching #354 ? And eah user from whole world must create his own separate issue for same problems here, but on his own machine ? :)))

Which Windows version you have used ? You have not provided this info in bugreport. Only "Win x64". Which differences from mentioned issue ?

This turned out to be a GDI renderer trying to initialize where there was a gdi32/user32 lockdown present, preventing calls directly from the renderer to these binaries. This issue only affects Windows 8 and up, and only if sandboxing is enabled and GDI is disabled. It will be resolved in the next release.
