Summary of the new feature/enhancement

Notifications from PowerShell installed from Windows Store do not show so BurntToast users should uninstall that PowerShell and then use Command shell to winget install microsoft.powershell, or download and install the msi.

I'm guessing this is to do with something listed under "Known limitations" in Installing PowerShell on Windows.

Proposed technical implementation details

Add a warning line into README.md to not use Windows Store PowerShell.
