openrewrite file structure amended to allow any file in openrewrite directory to be included in built distribution

you need to include -DconfigLocation= in your command when calling from mta-cli

Looks good, as discussed probably we can translate those parameters in the CLI script so the user doesn't have to specify the -D params, but in a different task.
