for packages.config style projects as well as PackageReference style projects.

I think this is what @robmen wanted, hopefully this is the right place for this script. I'm not going to merge this myself.

example usage: .\updatepackage.ps1 -TargetFolder wix4\Core.Native -PackageName Nerdbank.GitVersioning -NewVersion 3.0
