RelatedBundle/@Action="Detect" should support setting a variable

Burn fires a BA event when a related bundle is detected but it requires a custom BA (or BAFunctions) to do anything with it. It would be awfully handy to be able to get that data for bundle DetectConditions, for example.

When RelatedBundle/@Action="Detect", allow @Variable="variableId" to be specified. When present, Burn sets the variable to the version of the detected bundle. Bonus feature: Set it to the highest version.
