Recently realized issue that because VSIXInstaller.exe for VS2017 can install other packages (part of the ad-hoc install expeirence), when it's run from within another MSI it will fail. We can't change that behavior (separate processes, so MsiJoinSession wouldn't work) but we can improve the failure experience and maybe even make this work for burn bundles without failure.
