This is split from #702 to make it much easier to review. Note that #702 also drops this feature, but leaves some unused code behind.
I tried hard to make the diff in this patch as short as possible, and not touch any unrelated code.
I checked in the Wikibase code base and here on GitHub and can confirm that this feature is not used anywhere.
