Upgrade the eslint packages to the latest version. Update eslint-config-wikimedia to 0.26.0 to address peer dependency issue when using this package projects that want a newer version of eslint-plugin-vue. Bug: T341552

Should be fine, I don’t think we still use any npm versions without lockfileVersion 2/3 support anywhere. (Version 3 is just the new data from version 2 without the compatibility copy of the version 1 format.)
