Describe the bug
I am experiencing an issue where I am unable to import .csv and .txt files to my sites even when woocommerce is the only plugin on a fresh site. I have talked with the WPMU dev team and they believe this issue is a possible limitation of woocommerce on windows servers. The only issue with assertion is that I have one site (tekdorkzservers.com which is a multisite running on windows 2016) which is able to import and export the files. I have only been able to test on windows 2012 r2 and 2016 servers.

Expected behavior
After importing a file, which has been converted to UTF-8, this error will show up
"The file is empty or using a different encoding than UTF-8, please try again with a new file."
