Shipping tooltip shows up again after already completed.

Prerequisites

• I have carried out troubleshooting steps and I believe I have found a bug.
• I have searched for similar bugs in both open and closed issues and cannot find a duplicate.

Describe the bug

The shipping tooltip walking tour shows up again after finishing it and going to the shipping options tab and hitting back.

Expected behavior

Shipping tooltip should not show up again after having walked through.

Actual behavior

Shipping tooltip shows up again when navigating away from the page and back again.

Steps to reproduce

1. Set up a brand new WooCommerce store and finish the set up task list.
2. Select the Review shipping options in the Things to do next task list if it isn't shown as completed yet.
3. If it does show as completed you could delete the woocommerce_admin_reviewed_default_shipping_zones option.
4. Review shipping options will re-redirect you to the shipping settings and a tooltip tour should show.
5. Walk through the tooltip and finish it.
6. Click Shipping options in the top
7. Then hit back using your browser, notice how the tooltip still shows up.

Isolating the problem

• I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• This bug happens with a default WordPress theme active, or Storefront.
• I can reproduce this bug consistently using the steps above.

I was not able to reproduce this on my JN site with the instructions. We update the option when the tour is finished so I suspect it's a temporary issue related to saving option. 🤔
