Issue Description:

When editing or entering an order manually, there should be a drop-down for adding or editing custom fields for the order. Screenshot with HPOS disabled:

This functionality is absent with HPOS enabled:

See render_meta_form and the postmeta_form_keys filter.

This PR brings to HPOS the dropdown of custom fields that is available for regular posts in the WP admin edit screen.
This dropdown lists a selection of non-private meta keys from all other orders allowing easy re-use.
