Create a command with the same name as the package that is something that can be used when programmatically check if the package is installed, and if not install it.

The command itself only return which version of ietoolkit that is installed. Someone might come up with a good usage of that at some point.

Updates to "iefolder" command
 - project master do-file, which the command creates, will install packages only if those packages are NOT installed in the system
