User Story:

As a user I want to opt in to send WorldBrain crash reports

Might be an extension for the work @JessicaML and @V-Ho do with the notifications / dashboard

Add new runtime error page allowing users to report
0b9a0b4 
- report button goes to the new issue template in GitHub, with title filled in flagging as runtime error with error message
- addresses issue #62 for runtime errors
- user can report crashes from any of the 3 UIs: popup, overview and options
