Description
This PR changes the layout for the
RedeliveryInstructionof the Standard Relayers fromvaaKeyLayoutdirectly tomessageKeySwitchLayout, because if trying to deserialize with vaaKeyLayout directly, it tries to read the first bytes as a chain instead of as a payload type
