What does this implement/fix? Explain your changes.

This PR fixes all existing PHPDoc types to use full-qualified class-names.

PHPDoc does not infer a class from the use statements, so using FQCN is required to ensure that devs can properly extend this plugin (and get the correct type hints/ stan checks)

Branch is based off of #763, which should be merged first.
