Use new rasterization for May 2024 WDPA

The detailed categorization raster has slightly incorrect parameters
which cause incorrect priorization of WDPA categories, so switching to a
new rasterization created with the correct parameters.

This release includes the following changes:

• Colombia-specific analysis in forest_change_diagnostic (using new dataset col_frontera_agricola)
• Compute centroid of dashboard locations before 1x1 splitting (only one GADM id and row per location)
• Optimization to reuse an entire window of computation when locations or dissolved lists overlap on a complete window

Reduce calls to Data API for GFWPro analyses

The result of the changes is that we now only call the data
API exactly once for GFWPro dashboard analyses (previously four times),
and we no longer call the data API at all for the FCD and AFi analyses

• GTC-2734 Add JRC/SBTN, confidence levels, and total_ha to integrated alerts of gfwpro_dashboard
• Fix for retrying request to the data API for latest version of integrated alerts dataset
• Round AFi results to 4 decimal places (like FCD and gfwpro_dashboard)

Add JRC forest cover map to AFi analysis (while still keeping the SBTN columns as well). Had to move the grid for AFi to 10m because that is the resolution of the JRC map.
