MI - SECURITY - Setting Passwords from Environment variables and Sys Properties

With the new toml configs, it is possible to do $subject. A draft doc was created and added to the EI doc space [1]. This solution needs to be verified and this doc should be further refined.

This is a new feature that comes with TOML-based configs. The initial content is added to the doc [1]. However, the doc should be updated later when the configs can be tested.
