In OAuth 2 there is an exploit similar to CSRF where a code exchange callback can be faked for a user. To counter that, we can pass a token during the login process, expect it to be returned upon callback, and assert against it to verify authenticity.

Browser is sent to google.com/oauth?state=my-token
User completes login on google.com and is redirected along with state back to our server (e.g. localhost/oauth2callback?state=my-token

The process of generating and validating a CSRF token is almost identical to how we treat/handle state. As a result, we would like to use the same functions from flask-wtf -- allowing us to get the same secure logic (e.g. time constant string comparison). This PR adjusts our CSRF library to handle the reusable cases.

In this PR:

Added token_key parameter to generate_csrf and validate_csrf which allows for a custom CSRF key
- This is to prevent sharing between internal CSRF and external CSRF for OAuth. We don't want 1 contaminating the other per-se -- e.g. if one leaks, we don't want the entire environment being compromised
Added url_safe parameter to generate_csrf and validate_csrf which fixes delimiter used by CSRF to sent to server as part of a query string
- We were using # previously which would terminate our query string in URLs and not work with state for OAuth 2

#264 changed this behavior slightly: all tokens are now URL safe, the url_safe parameter was removed.
