baton-do move_object gives -808000 CAT_NO_ROWS_FOUND", "code": -808000 error and subsequently the file on the ires cannot be located (-510002 UNIX_FILE_OPEN_ERR, No such file or directory).

Disabled staging/unstaging data objects to work around a baton bug in
27b817c 
the function to move/rename objects
(wtsi-npg/baton#189). Thhis also removes the
complexity of staging and unstaging data objects which provided little
benefit in practice.
