Dark Theme for Chrome Developer tools [Elements and Console]

Based on the Darcy Clarke blog post that only includes a skin/theme for the Elements tab in Chrome Inspector. Added the theme for the Console tab in Chrome Developer Tools.

Place Custom.css in this folder:
- Mac:
~/Library/Application\ Support/Google/Chrome/Default/User\ StyleSheets/Custom.css
- Ubuntu (Chromium):
~/.config/chromium/Default/User\ StyleSheets/Custom.css
- PC:
C:\Users\YourUsername\AppData\Local\Google\Chrome\User Data\Default\User StyleSheets\Custom.css
- PC (Windows XP):
C:\Documents and Settings\YourUsername\Local Settings\Application Data\Google\Chrome\User Data\Default\User StyleSheets\Custom.css

- Change links in Console from gray to some other color
