IsClippedToBounds set as true doesnot render the content inside

Description

Content of view inside a layout with IsClippedToBounds set to true is not rendered while using Xamarin.Forms version 3.3.0.967583 or higher.

Steps to Reproduce

1. Run the attached sample
2. swipe the content from left to right

Expected Behavior

The label should be visible

Actual Behavior

The label is not visible

Basic Information

• Version with issue: 3.3.0.967583
• Last known good version: 3.2.0.839982
• IDE: Visual Studio 2019 in Windows
• Platform Target Frameworks:
  • Android: 8.1
• Android Support Library Version: 28.0.0.1

Add RefreshView inside a StackLayout and set its HorizontalOptions and VerticalOptions to FillAndExpand. This will solve empty view issue. Cheers !!!
