Description of Change
This change adds some body to the release notes and links people to the right page.
More importantly; this enables the XML documentation generation as a first step for #76. It's clear that we don't have coverage for all public APIs yet (in fact, right now we are about 11k+ short 🙈 ) these XML files, when included in the nuget, should also show IntelliSense which should help people.
