netlink: Deal with ESRCH error in nlmsg_notify()

The failure seems due to the commit
    cfdf0d9 ("rtnetlink: use nlmsg_notify() in rtnetlink_send()")

Deal with ESRCH error in nlmsg_notify() even the report variable is zero.
