Was planned for 16.1 - but it fixes a critical windows bug, so RM asked me to PR it before final release. Discussion happened on slack. Other suggestion? |

naming something 16.1 and adding it to 16.0 is confusing and wrong. If it is 16.0 please create a label 16.0 |

This bumps Jarvis to the final 2.8.6 ffmpeg version. It includes an upstream patch for Windows, which cares for display artifacts.
