Users removed from User group when Saved

CMS Version: 1.8.11

Issue: Select User Groups on your CMS and select the Members option in the drop down menu at the end of any User Group. It will show the Users who are currently a member of the User Group. Click Save. Select Members again from the drop down menu as before. Any Users who were a member of the Group are now removed.

Note: Clicking Cancel or the close X in the corner of the Manage Membership window will not remove the Users from the Group. tested on local and cloud CMS.
