Allow for importing while in import window

The current behaviour of the importing system is fine unless you have some sort of external tool to interact with the penumbra API to install mods on behalf of you. If you try to import while another import is in a state of waiting to be "closed" the import will be halted until the user manually presses close on the ui.

This functionality seems like it's not intended due to the import window being massive and for it to only accept one at a time just seems strange.

I'd be happy to make a quick pr if this is something which is acceptable
