The compiler will [decide against specializing](https://docs.julialang.org/en/v1/manual/performance-tips/#Be-aware-of-when-Julia-avoids-specializing) on `Type`, `Function`, `Vararg`. You can add a type parameter to force specialization.
[`Cthulhu`](https://github.com/JuliaDebug/Cthulhu.jl/issues/456), `JET` (through `@report_opt`) and `@code_warntype` can get confused by this.
This can also be a reason `StaticCompile` can fail due to dynamism while everything appears to be typestable.
