vsxmake generator support rules, but vs generator does not support rules now.

xmake project -k vs

After the new features mentioned in this issue (#1246) are implemented, it will be possible for the vs generator to support rules.

We will use on_batchcmd_file to rewrite some qt rules (.ui/.moc/.qrc), then we can add some custom commands to vcproj.
