This requires a new dependency 'libarchive' for the version of DPDK which comes with SPDK v23.09. Besides this, the `spdk_configure.sh` script has been updated to disable more things we don't need. Signed-off-by: Karl Bonde Torp <k.torp@samsung.com>

This is currently blocked due to a SPDK limit on number of IOVECS for nvmf passthru which causes our Report Zones tests to fail.
