Explicitly point to the xmlrpc-c-config location in the rtorrent configure command. When compiling xmlrpc-c, it used to place the xmlrpc-c-config in /usr/local/bin so that it was in the PATH. Recently it stopped putting it there. I'm guessing it's a bug, but for now we can just manually point to the xmlrpc-c-config file.
