대부분의 브라우저가 audio태그를 지원하는 현시점에서 캡차 음성 재생을 위해 플래시를 사용하는것은 비효율적이라 생각됩니다. 하위 호환성을 위해 audio태그를 미지원하는 경우에만 사용하는것이 어떨까요?

fix #2125 captcha 애드온이 flash를 사용할 수 없는 환경에서 입력문자의 오디오를 재생하지 못하는 문제 고침

#2125 captcha_member 애드온에서 captcha 애드온의 공통 파일을 제거

- 공유하여 사용할 수 있는 중복 파일 제거 및 captcha 애드온의 파일을 사용하도록 함
- 예전 방식에 사용하던 사용하지 않는 이미지 제거 (icon/*)
