This PR adds the XRDOSS_HASPGRW flag (in addition to previously set XRDOSS_HASFSCS) to the list of features that the stacked Oss will report in Features(). This is because OssCsi adds implementations of pgRead & pgWrite which are extended beyond the standard Oss versions of those methods.
