Intended to facilitate automatic, reproducable deployment of the website, as desired by iteam (issue #319). This commit merges the content from Dave's repository in this state: dwd/xsf-web-docker@7791100 I've renamed the Makefile to avoid a naming conflict with the pre-existing Makefile in our repository.
