Option to always send scheduled scan reports, even when no infections are detected #12

We should have an option in Administration to always send the scheduled scan reports (at the end of a scan), even for scans that resulted in no infections detected. The major usecase would be to increase visibility and awareness of the application and also to reassure the admins that that the scans are always being performed.
