time control conflict

Describe the bug
when on mobile and with time control enabled (as in mod enabled but not necessarily using it), android will think mindustry is not responding and ask you whether to wait or close every 30 seconds or so which is annoying, also time control causes random crashes when capturing sectors which wipe progress (even if i saved 10 seconds prior)

To Reproduce
use time control + schem size on mobile however does not happen always

maybe just implement this feature in schem size? its clunky and overlays some things on the left such as schematics

also if i show details of why its not responding it seems like the ui thread isnt responding
