use *.spec file with RPM macros instead - 3.1.0

@lslezak feel free to also add comments @aschnell clean section is removed on purpose as rpm do it now by default ( removing build root ). Introducing %check section would be great, but it doesn't work with old testsuite as it need installed package. so if we use everywhere new tests that can run without install, then we can introduce it. |
