Various changes to Yogstation map

• Removed secways because they are overpowered shits.
• Added the bounty console to replace stocks in cargo
• Made the new old bar more accessible and added some more lootspawns
• Removed the labor camp teleporter because it's overpowered

tweak: There has been some work on the old bar in maintenance which is now more accessible.

The removal of the labor camp console was lazy because you didn't add an alternative way of adding an inmate's equipment in the equipment reclaimer station, which the labor camp teleporter handled.

Either revert the removal of the labor camp teleporter or add an alternative way to add equipment to the ERS.
