Intent of your Pull Request

Adds the ability for engineers to start with extra access to a department of their choice and become their designated engineer. This is something that will allow for even further cooperation between departments(good thing) and help avoid situations where a window or a machine is broken for the entire shift and there's nobody there to fix it.
You can select no department as well if this is not your thing and you just want to do a classic pure engineering project.
Also added department armbands to all the wardrobe vendors.
Didn't add a security engineer for obvious reasons.

Code wise, this is just a straight up copy paste from the sec version of this, so correct me if i did something wrong, it worked for me on a test server.

Hm an interesting idea. Not sure how I feel about as engineers can get anywhere they need with a little work.

They pretty much have aa on their belt anyway, this just prevents them having to break in, and its just for one engi for a department at a time

They should probably get a radio encryption key as well so they could be contacted for needed repairs easier
