Anyone with teleporter access can press the button and open it to general public, should help with making underused ruins like space bar or game room more populated.

Can you close the gate from the outside to allow people to walk through?

there are two buttons, one on each side from what i see. if it works how it looks, it should be closable from both sides.

Ah, I meant can you click the middle part of the teleporter to turn it off from the outside. This would, in theory, just let anyone turn off the tele and walk in and fuck with the settings. I mean you'll need someone there to recalibrate every so often but whatever
