this is because your computer cannot run Chinese-language programs.
You can try the application https://xupefei.github.io/Locale-Emulator/#:~:text=Introduction,to%20play%20country%2Dspecific%20games.
I've tried it and it works

Note: Remember change setting to "Chinese" instead of "Japanse" by default
